Specifications include, but are not limited to:The following is a list of tasks that CalOHII is seeking:Responsibilities of Key Personnel:Under general direction of the Assistant Director and direct supervision of the Compliance Manager, provide subject matter expertise on privacy, security, and transaction code sets in regard to health information, and contribute to the compliance review team.Fully understand CalOHIIs statutory responsibility to oversee and ensure HIPAA compliance, and provide subject-matter expertise regarding HIPAA and other related state and federal laws to CalOHII.Ability to work collaboratively in teams and contribute to the success of the team as a whole.Knowledge of project management techniques, SharePoint, and Microsoft Office Suite including Microsoft Project.Prepare concise written reports, issue papers, correspondence, tools, templates, policies, and web content, as requested. Edit final products for accuracy, ease of readability and usefulness to State department staff and other stakeholders.Prepare presentations as needed for State departments, executive management, the CHHSA staff, stakeholders, and other government entities.Upon request, prepare reports and/or briefing documents for Executive Management.Task 1:Provide Privacy and Security Subject Matter Expertise While Conducting Compliance ReviewsServe as the subject matter expert in HIPAA and other State and federal privacy and security laws. Contractor expertise should include what policies, procedures, and practices are required for full compliance with the Statewide Health Information Policy Manual (SHIPM), and identify gaps.Use knowledge of HIPAA requirements and SHIPM standards to identify compliance gaps by examining documents and interviewing State staff to determine how practices are being implemented.Compliance reviews will include examination of state departments policies and procedures, and practices concerning privacy and security to include patients rights--all aspects that affect compliance with HIPAA and other state and federal law outlined in the SHIPM.Contractor should have in-depth knowledge of the HIPAA Privacy and Security Rules and other related State and federal privacy laws.Serve as the subject matter expert to explain the legal reasoning behind the compliance review requirements to affected state department staff.Communicate with clarity and tact to staff members whose departments are undergoing compliance reviews.Task 2: Provide HIPAA And Other State And Federal Privacy And Security Law Subject Matter Expertise To CalOHII Executive Management And To Other State DepartmentsServe as the subject matter expert in HIPAA and other related State and federal privacy and security laws, and their potential effects and application for state departments and CalOHIIs role in ensuring compliance.
