Specifications include, but are not limited to:Scope DetailEntity must be licensed by the TN Department of Human Services (DHS) and be able to demonstratea history of achievement and maintenance of a 3 Star quality rating.Applicants must maintain appropriate capacity to be classified as a high-quality, regulated child carecenterMust provide Early Head Start services on a full-day, year-round schedule, and Head Start services on a full-day schedule a minimum of 180 days per year.Centers must be willing to use/install cameras in buildings and playgrounds as an additional monitoring tool exclusive of bathrooms, kitchens, staff rooms /offices, and storage spaces. Cameras must remain in working condition and partner must allow agency access to view; copy; and save video as needed.All partners must be willing to meet the Head Start Program Performance Standards. (See ECLKC link attached below).All partners must be willing to receive intensive on-site technical assistance and monitoring to ensure program implementation. All teachers and staff providing direct service delivery to Head Start/Early Head Start children and families must meet at minimum Head Start/Early Head Start credentialing requirements, all TN DHS staffing requirements as well as participate in the required HS/EHS trainings. (See ECLKC link attached below). Center Directors must have demonstrated abilities and skills in human services program management. Facilities and program policies must be conducive to ensuring the health and safety of infants, toddlers, and preschool age children, and must be willing to under-go ongoing intensive monitoring. Moreover, the physical environments must be conducive to learning and reflective of the different developmental stages of each age group, as well as ensure appropriate space for all program activities
