Specifications include, but are not limited to:North Dakota Department of Emergency Services (hereafter referred to as NDDES) is seeking a comprehensive commodity flow study of hazardous materials (HazMat), to aid local, regional, state authorities to understand the volume and nature of hazardous materials movements into, out of and within North Dakota. This RFI will assist the NDDES to determine what methodologies might be considered, the timeline associated with the methodologies identified, and the approximated costs for such. NDDES is also interested in knowing how the contractor may access information and datasets that currently exist that could be used for completing the study and provide a reasonable degree of confidence without having to validate beyond major transportation corridors.1.02 The Proposed StudyThe results of the Study will provide a tool to the North Dakota State Emergency Response Commission (SERC), Local Emergency Planning Committee (LEPC), and local jurisdictions to plan for and respond to the potential risks associated with hazardous materials transported to or through the State.To accomplish this goal, NDDES will likely retain a contractor to conduct such a study to identify the nature, quantities and transportation routes of hazardous substances transported into, out of and within the State. The study should draw upon all major sources of relevant data at all levels of government and private industry.The objective of the study is to bring together all of the available information into one place to be used by emergency response and preparedness officials as a useful tool and an ongoing reference document for emergency planning and response purposes.The US Department of Transportation (USDOT) defines hazardous materials as items which pose a risk to health, safety, and property during commerce related transportation. The USDOT divides these materials into nine classes, each exhibiting a common threat to health and/or property. These classes offer the general nature of the material being transported when exact identification is not possible. USDOT class identifications are listed below:Class 1: ExplosivesClass 2: GasesClass 3: Flammable LiquidsClass 4: Flammable Solids/Spontaneously Combustible/Water ReactiveClass 5: Oxidizers/Organic PeroxidesClass 6: Toxic/InfectiousClass 7: Radioactive
