Specifications include, but are not limited to:All dead trees shall be cut, which, if downed, could impact roads or boundaries within Buescher State Park. Maximum tree heights within the project area range from 50-80 feet, and the average width of hazard tree management areas is 65 feet. All trees scheduled for cutting have been marked with blue paint. Trees not marked with blue paint shall not be cut.Cut-And-Leave Sections: Marked trees should be left on the ground after cutting, but shall not be left within 20 feet of roadsides, property boundary, driveways, trails, firebreaks, or other infrastructure. Trees shall be completely separated from stump, and remaining tree stumps shall not exceed twelve (12) inches in height.Harvest Sections: Marked trees of all sizes shall be removed from the Park and hauled to a licensed facility for proper disposal. On-site chipping / grinding, prior to hauling, shall be allowed. All chipping / grinding / loading locations must be approved, in advance, by TPWD. Tree stumps shall not exceed twelve (12) inches in height. Cut trees may not be stored on-site for later collection. Once a tree has been cut, it shall be loaded and transported for disposal or chipped the same day. All parts of tree, including slash, shall be removed from the cutting site.Equipment Methodology: Cutting may be accomplished with chainsaws or mechanized equipment (tree shear, feller-buncher, etc.). Hand-cutting with chain saws will be the only possible method in areas with very steep slopes. Respondent shall submit an equipment list, Exhibit B, with their proposal.Pricing Methodology: Service rates provided by Contractor shall be firm for the entire term of the contract. PAYMENT WILL BE BASED ON ACREAGE, calculated by multiplying 65 feet on each side of road by linear road distance, regardless of the presence/absence or density of dead trees.Special Houston Toad ConsiderationsTPWD will provide monitors for identifying, locating, handling, removing, and transporting Houston toads within the project area. Monitors will search each work site before work begins at that site. Should a toad be encountered during any of the listed activities, work must cease immediately at the particular site and time will be allowed for the animal to leave the area. In the case of a juvenile emergence event, the work will stand down until there is reasonable assurance the animals are dispersed from the site. Once the area has been cleared of Houston toads the work may resume.TPWD will provide an introductory training course on Houston toad life cycle and habitat requirements for all personnel of work crews, their supervisors, and involved County employees. All new personnel will receive this awareness training prior to conducting or becoming involved in any work activities for these projects.Streams, riparian zones, wetlands, and areas near potential Houston toad breeding sites will not be used for staging equipment or refueling. Equipment must be stored, serviced, and fueled at least 200 feet away from these sensitive areas.A 2-inch accumulation of rain occurring within the affected area (as recorded by NOAA weather rainfall total accumulation mapping) during a 48-hour period will result in a 48-hour stand-down of the project.
