Specifications include, but are not limited to:: The purpose of this Request for Proposals (RFP) is to solicit proposals from highly qualified Offeror(s) to provide administration of the Group VLDP Short-Term and Long-Term Disability Program for eligible active employees of the City of Newport News, hereinafter referred to as the City. All proposals must be provided net of broker commissions. The City reserves the right to award to a single firm or multiple firms. Offerors should provide short-term and long-term disability coverage comparable to the Virginia Local Disability Program (VLDP) for Hybrid plan participants based on the effective date of January 1, 2014. Proposals should match or offer similar benefits with any deviations clearly noted. 2.BACKGROUND: A.The current group VLDP program is administered by the Standard Insurance Company (Standard). The STD program is under a self-insured funding arrangement with advice-to-pay services provided by Standard. The LTD component of the program is fully-insured. This program currently covers 381 employees. Please refer to the census data (Attachment H) for details; the data required for this RFP (Attachment H) are available by contacting Debbie Foster at Wells Fargo Insurance Services, e-mail address: . 3.SCOPE OF WORK: A.OBJECTIVES The primary objectives of the programs are to: 1. Ensure costs are managed effectively by accessing superior data management capabilities, understanding the cost drivers within the program, and taking advantage of enhanced cost and utilization management opportunities available in the marketplace while maintaining or enhancing quality. 2. Partner with a company that is able to provide accurate and efficient account administration, quality management reporting, and accurate and efficient billing and eligibility updates. 3. Partner with a company that will provide superior customer service to plan members and to the Citys human resource and benefits staff.
