Specifications include, but are not limited to:General Requirements:Contractor must successfully implement and maintain a fully functional, web-based, hosted Grants Application Management System (System) that meets the following requirements. The System must:Operate in all standard internet browsers.Have proven reliability with little or no scheduled downtime.Retain functionality that was present prior to each upgrade after new upgrades are complete. The System must not incur significant systemic or longstanding errors or other issues as a result of the upgrades.Be user-friendly.Have the functionality for all grant programs to be viewable from the Contractors website and maintained in separate workspaces where all forms, contacts, and tools can be individually customized.System Requirements:The Contractor must work with the ODP to design the following System modules and customize each module to meet the specific needs of the Substance Abuse Block Grant (SABG), Strategic Prevention Framework State Incentive Grant (SPF-SIG), and the SABG continuation programs:Customized Applicant Portal for each program that allows applicants to submit their information online and that meets the following requirements. The applicant portal must:Be able to be embedded to ODPs website by ODP staff.Include a URL for access by the Systems users, including ODP staff, outside grant reviewers, grant applicants, and grantees.Create a unique login for each applicant.Customize and deploy branded application forms that are easy for applicants and capture required data and incorporate the Strategic Prevention Framework (SPF) Model.Provide applicants the option to save or submit their forms and the flexibility to complete saved forms over the grant application timeframe.Have the functionality for the Contractor and ODP to customize all applications including, at a minimum: branding, type of data being collected, method in which the data is collected, and forms.Provide applicants the functionality to enter form data, including, but not limited to: drop down menus, check boxes, radio buttons, essay fields, and text boxes as well as file uploads. All fields must have the option of being required, meaning the form cannot be submitted until those designated fields are complete.Provide applicants the functionality to attach file uploads, including, but not limited to: Adobe Acrobat, Microsoft Word, and Excel files.Automatically send e-mail confirmation when an application is successfully submitted. This message must be able to be customized.Accommodate up to one hundred (100) applicants concurrently.Customized Private Review Portal The review portal must:
