Specifications include, but are not limited to:The purpose of this Invitation for Bid (IFB) is to solicit bids from qualified bidders to establish a time and material term contract with qualified vendor(s) who are licensed to repair and replace glass windows and doors throughout the State of Virginia. Currently there are 358 ABC stores, ten (10) Regional Offices and the Central Office located in Richmond, Virginia. The State has been divided into twenty-two (22) geographical areas to show where work may be required. These services are for the Department of Alcoholic Beverage Control (ABC or the Agency) an agency of the Commonwealth of Virginia, 2901 Hermitage Road, Richmond VA 23220.SCOPE OF WORK:The Contractor shall furnish all labor, supervision, tools, equipment, supplies, parts and materials necessary to provide glass repair and replacements on an as needed basis in ABC Stores, Regional Offices and/or Central Office.Services shall include replacement and repair of broken glass windows and doors in the aforementioned locations. When glass is broken in windows or doors of buildings, it shall be replaced with direct replacement glass (replace with exact quality and type of glass that was broken). All replaced or repaired framework shall meet specifications of framework of other areas of that location. Aluminum panels should be replaced with the same gauge. If the location has a mail slot and is a part of the window, it shall be replaced. All glass supplied shall be new and in first class condition; and quality of glass window must be approved by the Agency.Upon assessment of the incident, the Contractor shall secure area where glass is broken with plywood or an acceptable means to provide security to the location until the glass can be replaced or repaired. In all cases that are possible, glass shall be replaced immediately unless the size of the glass for the location is not available and must be ordered. The Contractor shall perform all work possible during normal working hours as indicated in #6 below and will be paid at the normal hourly rate.All materials used to install glass shall be included in the unit price for replacement glass per square footage. Cost plus charges are not allowed. All materials shall be at cost and no mark-up will be accepted.The Contractor shall provide personnel fully trained and qualified to repair and replace glass.Whenever possible, except for emergency service (after business hours) the Contractor shall perform work during regular working hours of regular working days, which are 8:00 A.M. to 6:00 P.M., Monday-Friday except State holidays. Only time after 6:00 P.M. and before 8:00 A.M., Saturday, Sunday and Holidays will be considered overtime. On-call and emergency repairs authorized by the Agency which occur after normal hours of operation shall be accomplished at the overtime hourly rate.The Agency will allow up to one (1) hour of travel time for each incident per location. Time shall be based on actual time spent on the job site to include up to one (1) hour travel time to job site. You will be paid for actual travel time in increments of 15 minutes. Travel time rate shall be based on the technicians hourly rate. If the material is considered truck stock you must state that on the invoice and provide information when the item was purchased. The Contractor will be allowed up to two (2) Technicians (only if necessary) to repair and replace glass in ABC stores. If at any time, more than two (2) Technicians are needed, it must be approved by the Agency representative or designee.The Contractor shall be responsible for all incidental charges including, but not limited to, parking, tolls, mileage, phone calls, etc. on straight time and overtime work.Contractor shall provide with their bid emergency contact and phone number of individual(s) assigned to each geographical location.Contractor shall be able to respond to the call within thirty (30) minutes once an emergency call or any call for service is made by an ABC representative. The Contractor must be able to get to the location of the emergency within two (2) hours once the call has been made by the ABC representative. Under no circumstances shall any location not be completely repaired with glass replacement with forty eight (48) hours unless the glass has to be ordered. If glass has to be ordered, the site shall be completed within seven (7) days unless there are extenuating circumstances that must be approved by ABC Representative.Upon completion of the work, and prior to departure, the Contractor shall submit to the Agency Representative a copy of the work report form which includes such information as:Dates work was performed and hours expended
