A brief description is set forth below for Bidders convenience, with detailed requirements in subsequent sections of this solicitation. If interested and able to meet these requirements, the State appreciates and welcomes a Bid. Brief Description:The Illinois Department of Human Services (IDHS) is soliciting proposals for WIC (Women, Infants & Children) banking services that are needed to process WIC Food Instruments and WIC Food Coupons as part of a system that will provide payments to retailers, provide edits and review procedures to prevent improper payments, and at the same time institute a complete audit trail of all transactions on a timely basis. Concurrent with the WIC banking responsibilities, the Vendor will order, print, store, and ship to clinics the negotiable and non-negotiable coupons according to document specifications provided by the Department, in a manner that will assure that service to WIC participants is not interrupted or delayed. A complete audit trail of all Food Instruments and Food Coupons must be maintained and made available on a timely basis
