Specifications include, but are not limited to:The Orange County Transportation Authority (OCTA) and the City of Fullerton (City) have prepared the following Scope of Work for an initial planning study to enhance the Fullerton Transportation Center (FTC). Planned land use changes in the vicinity of the FTC create an opportunity to coordinate land use and transportation plans to enhance the utility and efficiency of the multi-modal facilities. Therefore, the purpose of the study is to enhance access to transit, and increase connectivity between the bus and rail transit system. This will be accomplished by identifying current and future needs at the FTC site, and developing conceptual alternatives that address those needs. OCTA will be the lead agency on the study, and coordinate closely with the City, to ensure compatibility with the adopted Fullerton Transportation Center Specific Plan (FTC-SP). The Specific Plan was adopted by the City in 2010, and provides the planned land use context for the area around the FTC. This study will provide a set of conceptual alternatives that could be considered in a subsequent, more detailed, design and operations analysis, as well as a formal environmental analysis. Project Background In 2010, OCTA and the City executed Cooperative Agreement No. C-9-0389 for the purpose of planning and preparing preliminary engineering and environmental clearance associated with the proposed expansion of the FTC. The nature of the expansion has evolved over time from accommodating high speed rail to providing for a new public parking/bus station structure, consistent with the Specific Plan. The timing and uncertainty associated with high speed rail and the financing implications following the dissolution of the Redevelopment Agency were the factors which led the City and OCTA to the current scope. The study is funded by Federal Regional Surface Transportation Program funds
