Specifications include, but are not limited to: Degraded intermittent streams that would adversely impact a proposed perennial stream restoration and/or enhancement project may be used to generate stream mitigation credits. Be advised however, that due to the limited function and habitat provided by intermittent streams, the primary goal of intermittent stream restoration/enhancement activities is to eliminate or significantly reduce stressors (i.e. nutrient and sediment inputs) to downstream perennial streams. Since this can generally be accomplished without re-establishment of pattern, dimension and profile, intermittent streams will typically be most suitable for enhancement level II type restoration activities that primarily focus on providing riparian buffer and bank stabilization (when appropriate). Submittals proposing mitigation for intermittent streams should clearly document the adverse impacts to the receiving surface water (perennial streams), and the expected functional gain that will be provided by the proposed restoration/enhancement activities. Submittals for restoration of both intermittent and perennial streams must provide sufficient documentation and discussion of the net gain in function resulting from the proposed level of restoration as compared to lesser levels of restoration. Modification of pattern, dimension and profile should not be assumed to be the appropriate level of restoration for all degraded streams.
