Specifications include, but are not limited to:The City of Norfolk is seeking a responsive responsible vendor to establish a firm, fixed-price agreement with one (1) qualified bidder to provide Frozen Carnivore Diet Feed various zoo animals, inside delivery for the following products listed below to the Virginia Zoo, 3500 Granby Street, Norfolk, Virginia 23504 according to the terms, conditions, and specifications of this solicitation.All qualified bidders are invited to respond to this Invitation for Bid (IFB) by submitting a bid consistent with the terms, conditions, and specifications stated herein.SCOPE OF WORK:1.The successful bidder deliveries shall be made at gate E between the hours of 9 a.m. and 3 p.m. No deliveries accepted between 11 a.m. and 1 p.m. The period of performance shall begin August 18, 2016 through August 17, 2017 with the City having the exclusive right for two (2) one (1) year renewal option. All deliveries are to be coordinated with an Animal Services Supervisor on an as needed basis. If problems arise, contact Joe Roman at (757) 441-2499 x 267 or Amanda Guthrie at (757)441-5227 x 266.2.The successful bidder shall complete & balanced mixed carnivore ration with appropriatevitamin/mineralVitamin/mineral supplementation.3.The successful bidder shall have Beef and/or horsemeat (no pork, chicken or other)4.The successful bidder shall have USDA inspected facility and raw ingredients (or Canadian equivalent for horsemeat).5.The successful bidder shall have documented, comprehensive HACCP Program in place (food safety).6.The successful bidder shall have nutrient analysis during and after production (to include proximate and fat) (minerals, seven moisture, protein, fat, ash weekly send out) {moisture, fat, protein, ash (in house)}.7.The successful bidder shall not contain any ingredients from animals or carcasses designate as 3D or 4D meat sources in the product (this refers to the original source of beef; 3D/4D refers to diseased, down, dead, dying cattle that are used) by an agent of Food Safety and Inspection Services (FSIS).8.The successful bidder shall have routine microbial culture (Equipment and product), testing can be in house or sent out, but shall be at least twice a month test for E. coli, total plate count, coliform count, salmonella, and Staph.9.The successful bidder is required to have fixed formulations.10.The successful bidder shall have proven history of making carnivore diets.11.The successful bidder shall work with, and consulting with an experienced zoo /expert nutritionist for all formula changes, etc.12.The successful bidder shall have conducted nutrient analysis during and after production (to include proximate and fat) (minerals, moisture, protein, fat, ash weekly send out) {moisture, fat, protein, ash (in house)}.
