Specifications include, but are not limited to:-Increase of Reclaimed Asphalt Pavement (RAP) in Asphalt Concrete Mixes: ThisSpecial Provision has been written to address the use of increased amounts of reclaimed asphaltpavement (RAP) used within mixes produced for projects in the WVDOH construction program.The increased use of RAP can become an effective measure to help reduce overall constructioncosts and ultimately allow the WVDOH to treat more mileage within the established annual budgets.This will also allow the WVDOH to accomplish savings while at the same time, doing so in anenvironmentally responsible manner. However, it is important that any steps taken to use increasedamounts of RAP be performed in a manner that will also not be detrimental to the quality of theasphalt concrete mixes produced.The WVDOH will allow the increased use of RAP in Marshall Base 1 and Base 2, and Superpave19 mm, 25 mm, and 37.5 mm mixes up to 25%. Initially, all mix designs shall be submitted inaccordance to MP 401.02.24, with the exception that Section 5.0, Line 5.4 pertaining to RAP contentsbetween 16% and 25% will be waived. The addition of up to 25% RAP will be allowed in MarshallBase 1, and Superpave 25 mm and 37.5 mm mixes for all applications provided that the processing ofRAP is consistent with that discussed for State Funded projects below. For Marshall Base 2 and SP19 mm, the following criteria shall be used for acceptance during production:401.4.3.1-Interstates, APD Corridors, and Multilane Roadways:a) Superpave 401 projects with PWL factors: 25% RAP Base 2 or SP 19mm will beallowed.b) All other projects will require one random loose roadway sample per 1000 ton placed.Samples will be taken generally as per MP 401.07.21, by the Contractor along withWVDOH personnel. Each sample then will be tested by the Contractor in order todetermine AC and gradation, and all such testing shall be witnessed by the WVDOH. Thecontractor must have an established ignition oven correction factor for both AC Contentand gradation for each mixture. In addition this correction factor must be established priorto the project and will only be valid during the paving season it was established.
