Specifications include, but are not limited to: 1) Approach: The offeror will rely on both developmental and formative evaluation approaches, as appropriate. a. New Hampshire is interested in what is changing as PACE is implemented and how the system is responding in both intended and unintended ways as well as in understanding how well PACE is being implemented and how and to what extent local administration varies in the pilot districts. For instance: i. The offeror should address questions such as whether the guidance provided to districts for developing common and non-common tasks is sufficient to ensure that the tasks and assessments are valid, reliable and fair and comparable; whether the common tasks in the item bank, non-common tasks in the task bank, and tasks not in the task bank are high-quality; content validity and reliability of the PACE assessments; and whether the local assessments maximize accessibility and minimize bias ii. The formative evaluation should tease out the successes and challenges associated with developing and sustaining educator and leader capacity to use performance-based assessment development effectively as a component of personalizing learning. 2) Create and Maintain a Collaborative Working Relationship with CIE/PACE Project Team and Local Sites: a. The offeror will participate in required regular and ongoing communications with PACE leadership and partners to review design decisions, initial data and analyses. Before formal project reports are produced, the offeror will provide the report in draft format and allow at least five working days for CIE/PACE review and feedback. Specific meeting and reporting dates will be negotiated with the successful offeror. b. The PACE districts are the primary unit of analysis for this evaluation. Offerors proposal must reflect an understanding of and be fully actionable within the New Hampshire context (e.g., strong local control), including resource and policy constraints, and the roles and responsibilities of both the state and local districts in PACE. c. The offeror must document how the design they propose will respect and, to the fullest extent possible, minimize the burden of the evaluation on local district and state personnel. To aid in this, evaluators should plan to take advantage of already scheduled events, such as the task development meetings, the Lead meetings, and designated summer meetings. Appendix A: Critical Milestones Past and Future is provided to illustrate the PACE calendar. However, 2016 dates are subject to change.
