Specifications include, but are not limited to:The Consultant will work with TCCD Staff which will include the Director of Procurement, RFP#16-011Purchasing mm062811 Page 16the Contract Administrator, and various other staff members across the District as deemedappropriate. Collectively, these representatives and administrators will work collaboratively with theConsultant to evaluate current operations, make decisions about the strategic direction anddevelop a RFP to secure a firm or firms to provide high quality food service programs deemedattractive to campus constituent groups, in a way clear and consistent with current and futureneeds of TCCD, and also consistent with existing economic and physical resources.The selected Consultant will undertake, at a minimum, the following tasks:5.2 PHASE ONE: Evaluation and Strategic Planning of Food Service Operations5.2.1 Develop a detailed list of documents and information regarding food services atTCCD to be obtained from TCCD and reviewed by consultant prior to on-site visit inorder to become familiar with current operations.5.2.2 Plan and conduct an Onsite Orientation/Project Kickoff in which theConsultant will come to campus to tour operations, interview key stakeholders and gain anon-site understanding of current food services programs, operations, locations and equipment.5.2.3 Gather and evaluate necessary information of current operations to formulatebenchmarks for desired outcomes of the RFP process. This should include meetings, customersatisfaction surveys and focus group sessions with selected TCCD constituents, students,employees and administrators.5.2.4 Plan and conduct an operational observation site visit in which Consultant comes onsiteduring the spring trimester to perform full-capacity operational observations of all foodservices, points of service, pricing, conduct operator/customer interviews, and do other neededprocess and procedure evaluations.5.2.5 This observation should include gathering of current pricing and commission rates to becompared to national survey data to establish future targets.5.2.6 This evaluation should include an assessment of facilities and equipment with a repairand replacement recommendation plan.5.2.7 Develop a master RFP timeline that clearly details all stepsin the process andrespective responsibilities of Consultant and TCCD.5.2.8 Complete an executive summary report of key findings and observations. Summary reportshould include an operations improvement plan which will be used as basis for RFP scope of workdevelopment. Assist with options regarding capital investment and revenue models (i.e.,commissions, profit sharing, at risk, etc.).
