Specifications include, but are not limited to:The State is issuing this solicitation for the purposes of securing a Contractor to administer the Food Is Safe Here, (FISH), training initiative, in Maryland for the Maryland State Department of Education (MSDE), Office of School and Community Nutrition Programs (OSCNP). The Contractor will work in consultation with OSCNP to perform all requirements detailed by MSDE in this RFP. See Attachment P for Task list and deadlines/ timeline for submission to the Contract Monitor for final approval. The MSDEs OSCNP administers nutrition programs for Maryland residents of all ages. This project participants will be the staff of two different groups of Agencies; 1.) Agencies administering the NSLP/SBP (ServSafeclasses) and 2.) Agencies administering the CACFP (Food Safety in School classes) at the local level. These Agency Groups typically are 1.Local Educational Agencies, LEA, (Local and Private School Systems) and 2. Child and Adult Care Program (CACFP) operators. FISH may train over 300 individuals in ServSafe (certification, and recertification classes), for the LEA agency group and over 200 individuals in Food Safety in Schools classes for the CACFP agency group each year. The goals of this project annually are to: 1.Conduct an assessment of the food safety training needs for the Agencies administering both the CACFP and the NSLP/ SBP programs in the State of Maryland; 2. Create training materials and techniques to meet the needs of the participants and teach ServSafe and Food Safety in Schools in a variety of formats(NRA ) and ICN (; 3.Conduct program evaluation, including formative and summative evaluation, analyze results, and recommend enhancements for subsequent trainings; 4.Collect, analyze program data and develop a continuous project improvement plan to support quality food safety training in the associated programs. FISH includes a continuous process improvement loop that allows for process and method change as the training program is conducted throughout the year. The planning and evaluation process is data driven based on factors from previous years, industry standards, identified agency needs and other factors. Many of these standards will be developed in consultation with OSCNP.
