Specifications include, but are not limited to:A. The flood warning system base station must support the following workload needs:(1) Be compatible with the existing HydroLynx receiver and decoder, which are housed in the Abel Wolman Municipal Building.(2) Evaluate incoming data to decide on reliability (based on a set of rules programmed into the system set-up).(3) Store data for each flood warning sensor.(4) Compare new data against programmed water level criteria and rainfall rate criteria and evaluate if data indicates that an alarm level was reached.(5) When an alarm criterion is reached, issue an alarm message by programmed method to programmed list of Citys emergency management employees. System must be able to send alarm messages by e-mail and by text to cell phones.(6) Base station software must be able to analyze incoming data to build tables and graphs to help emergency management team see the progression of the storm event. Examples of analysis products are:(a) tables of rainfall rates within set time intervals;(b) graphs of stream level over time;(c) combination graphs of stream level over time and rainfall rates over set intervals (hyetographs)(d) maps showing current rainfall rates, stream levels or battery voltage levels (for remote station transmitters).(7) Have a database in which system managers record information about the equipment installed at the remote sites. Examples of the kind of information that would be entered into this database include:(a) equipment serial numbers;(b) dates equipment was checked (calibrated); and(c) dates when equipment was known to be faulty.
