Specifications include, but are not limited to:This project is being let using a new single prime bidding and contracting process. DFD will publicly 24 bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within 25 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each 26 applicable MEP division of work. These successful MEP bids must be included in all general prime contractor 27 bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open 28 general prime contractor bids. General prime contractor bids that do not include the successful MEP 29 bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, 30 certified general prime contractor and this general prime contractor will enter into subcontracts with the 31 successful MEP bidders.In general the work consists of a 17,530 GSF addition to and complete renovation of Fletcher Hall, an existing 39 482-bed freshmen/sophomore residence hall originally completed in 1964. It has a modified H shaped 40 floor plan with the main entrance at the center wing, approximately 4 higher than adjacent grade level. The 41 lower level is composed of lounge spaces, meeting and mechanical rooms. Floors 1-4 consist of double 42 occupancy sleeping rooms along a central corridor in each wing. Four-fixture bathroom groups and floor 43 lounges are located where the wings meet at the knuckles. Existing bathrooms will be removed, and new 44 bathrooms will be built in a different location. The addition will be at grade level and will provide an 45 accessible entrance. An elevator will be provided at the addition. The project will completely replace 46 plumbing, HVAC, electrical and telecommunications infrastructure while adding new fire-protection 47 throughout. Exterior work will include masonry repair and tuck pointing, replacement of exterior doors and 48 windows, and the roof
