Specifications include, but are not limited to:The County currently covers 437 square miles and includes approximately 280,000 acres of land. This makes Gwinnett the 50th largest county in the state in landmass with a population of approximately 860,000 people. The Gwinnett County Board of Commissioners (GCBOC) is soliciting proposals from Fiscal/Employer service providers for the provision of Payroll Services and Fiscal Administration for eligible consumers participating in the Countys Community Living Program. The Community Living Program allows eligible seniors, who are able to self-direct or has someone identified to assist them with directing their service needs, the opportunity to stay in their homes and, through the support of the programs Support Options Counselor, hire employees for their service needs. As the Fiscal/Employer Agent (F/EA), your firm is responsible for supporting these consumers with the fiscal administration of their hired employees ensuring compliance with regulations set forth by the Internal Revenue Service, Georgia Department of Revenue, and the Georgia Department of Labor. Further details about the offerings of the Community Living Program and the requirements of the F/EA are provided in sections 2 Description of Services, 3 Description of Participants, and 4 Service Delivery Standards (Program Plan) outlined below. 2.Description of ServicesThe Fiscal/Employer Agent (F/EA) must demonstrate capacity to provide hardware and standardized financial management software to establish individual accounts, to segregate public funds for each enrolled participant, to track the receipt and use of funds held in the accounts, to transfer cash to interest-bearing accounts identified solely for participant savings. The F/EA must also demonstrate experience dealing with the Internal Revenue Service, Georgia Department of Revenue and the Georgia Department of Labor on the oversight of the Home Health Care Services Recipient (HHCSR) program. 3.Description of ParticipantsConsumers are seniors ages 60 and older who are pre-approved for participation in the Community Living Program or other populations designated by Gwinnett County Senior Services
