PURPOSE & OVERVIEW The purpose of the Request for Statement of Qualifications (RSQ) is to select the most highly qualified firm to provide the requested services. Submittals will be reviewed and evaluated as to qualifications to perform the services required by an Evaluation Committee of County staff, which will make a recommendation for award by the County Council. It is anticipated that a single firm will be awarded a basic contract to provide the necessary services for a period of three (3) years or until project completion, whichever occurs first. Any renewals will be contingent upon mutual and written agreement and, when applicable, approval of County Council.P:\KATHY\Bids\2016 Bids\16-SQ-104KW, Fire Station Assessment\16-SQ-104KW, Fire Station Assessment.docx Page 2 of 412.0SCOPE OF SERVICE Volusia County Fire Rescue Services is a division of the Volusia County Department of Public Protection and provides fire protection and emergency medical response to the residents and visitors throughout unincorporated Volusia County, Florida. This division originated over thirty (30) years ago out of a volunteer system that included fire stations built with volunteer funds and labor to satisfy a basic need at the time. Many of these stations were not designed for twenty-four (24) hour housing of personnel or the rapid deployment of resources to service areas that exist today. The assessment required shall involve primarily the Fire Rescue Services Division; however, consideration shall include the positive and negative impacts to the Emergency Medical Services (EMS) Division, which provides emergency medical transport County wide including municipalities within the County. The purpose of the assessment shall be to review the current locations and conditions of the County operated fire stations taking into consideration the following: Review of current allocation/locations of resources; Forecast future demands for service; and, Recommend changes to the current system. The analysis shall consist of evaluation of the following: Call distribution and demographics (consideration should also include EMS); Unit response times and workload; Current level of service; and, Rural characteristics impact on service delivery. The assessment shall provide the following recommendations: Station renovations or modifications needed for efficient and safe deployment; Ideal locations for fire stations (current and future); Closing or adding fire stations, if necessary, based upon cost to repair or replace; and, Desired level of service for each station, including number of personnel required for each station.
