The Texas State Independent Living Council (SILC) is responsible for developing and monitoring a State Plan for Independent Living (SPIL) which is a three year plan that guides the services of the network of Centers for Independent Living (CILs) across the state. The SPIL Goal #4 Objective 4.1 states that the network of CILs will use new and existing reporting systems and unified descriptions of services when reporting SPIL activities to the SILC and DARS. During the first and second year of the SPIL, there was a focus on Goal 4 and an implementation of a successful equation and general consensus regarding the intended impact and outcomes of the network. The SILC worked with Mission Capital (formerly Greenlights) to ensure that Goal 4 activities were being met. The SPIL is in its third year and SILC will work with Mission Capital and the Network of CILs as well as key stakeholders, to finalize a set of outcomes, key performance indicators, and return on investment measures and the associated protocol for collecting and reporting data
