Specifications include, but are not limited to:The purpose of this RFP is to select a vendor that can satisfy the States need for field audit software. It is the intent of the Department of Workforce Development to contract with a vendor that provides quality field audit software.SUMMARY SCOPE OF WORKThe Indiana Department of Workforce Development is seeking the purchase of a configurable, commercial-off-the-shelf (COTS) software package for the field audit staff to assist the State with the following initiatives:Identify worker misclassification;Increase the effectiveness and efficiency of audits;Increase quality by complying with federal Tax Performance System Oversight; andImprove the required federal reporting metrics.The laptop based software application must have the ability to complete an audit in compliance with established federal standards which includes but is not limited to, documenting the payroll records, identifying misclassified workers and non-compliant employers, verifying the payroll records submitted to the State and Federal Government, and determining the correct amount of gross and taxable wages by quarter at the State unemployment insurance account number level. The software application must be able to interface with the Departments Uplink Core System. The application must have the ability to import a XML based employer and other data generated by the agency's tax system (Uplink) and export a XML based audit findings and other data back to the agency's tax system (Uplink). The exchange can be made using files to be stored in and retrieved from a predefined file server or ftp server location, or via web service/API. The respondent will be responsible for installation of 40 licenses, maintenance for those licenses, 12 x 5 technical support (6:00am to 6:00pm) and a combination of on-site and on-line training for approximately 40 staff.1.5RFP OUTLINE
