Specifications include, but are not limited to:Much of the needed background information on the existing Mooring Field has already been compiled as part of the Master Mooring Field Plan, and through initial work done in the Phase 1(a) of this project. Work was done by a prior consultant in anticipation of an increase to the mooring field that outlined the next steps. This available information should help considerably in getting a head start on data and analysis. The project consists of identifying and evaluating the problems, constraints and opportunities associated with the development of the Managed Mooring Field located at Fernandina Harbor Marina. The project must comply with the requirements of the General Permit for Public Mooring Fields, Rule 62-330.420, F. A. C. and is intended to accommodate an additional 79 mooring devices. The MOORING FIELD EXPANSION PERMITTING AND DESIGN TASKS shall include: Task 1 Preliminary Mooring Field Layout Using the information obtained from the survey and the feasibility study, a refined preliminary layout of the mooring field will be developed based on available areas and depths. Quantity of moorings and design vessel sizes will be based on further discussions with the City of Fernandina Beach. Task 2 Environmental permitting Assuming that the State issues the proposed rule for a statewide General Permit for managed mooring fields, obtaining permits for the expanded mooring field is expected to be much more streamlined than the current individual permit process. A Mooring Field Management Plan (Management Plan) that provides reasonable assurance that the mooring field and supporting land- based facility will comply with all of the requirements of this general permit. The Management Plan shall be binding on the permittee for the life of the mooring field. B Drawings and documents in support of the proposed mooring field and associated land based support facility, including details on the anchoring systems proposed for mooring vessels in the mooring field, and any docks, pump out facilities, kiosks, and in-water navigational signs and markers proposed. C Using the bathymetric and boundary survey that will be provided, a scaled bathymetry plan showing water depths throughout the proposed mooring field, including any ingress and egress channels directly associated with the mooring field and water depths at any docks proposed at the land-based support facility. D A benthic resource inventory of the proposed mooring field location as well as the areas for the proposed dinghy and pump out docks
