Specifications include, but are not limited to:Purpose of Request for Proposal The Department of Building Inspection seeks proposals from local non-profit organizations demonstrating successful experience in providing tenant outreach and stabilization to low and very low-income residents of San Francisco to improve their living conditions and safety in Family/Children Single Room Occupancy (SRO) hotels and to help stabilize their lives. The Family/Children Single Room Occupancy (SRO) Program is designed to help stabilize the lives of tenants with children and improve the living conditions and safety in SRO hotels. TheRFP#DBI201621 FAMILYCHILDREN SRO FamilyChildren Single Room Occupancy Program Page 2 Program consists of six (6) different Units of Service (UOS) types: (1) Specific Tenant Outreach for the purpose of community stabilization includes, but is not limited to, street outreach, door-to-door outreach, phone calls and leaf-letting in the hotels; (2) individual tenant stabilization including but not limited to needs assessment, housing retention plan, general advocacy, tenant meetings, referral and housing counseling; 3) Community Programs including, but are not limited to, fire prevention workshops, tenant rights and leadership development training meetings; (4) Peer Outreach Worker Training to low income residents in the targeted neighborhoods. The target population is very low-income families with children who live in SRO hotels whose basic needs are not met because of a lack of support services; (5) Substandard conditions in SRO hotels shall be referred to DBI staff, and program staff will collaborate to alleviate such conditions, and (6) educate the public, community groups, and public officials regarding the importance and benefits of the San Francisco Housing Code abatement process for SRO residents.
