Specifications include, but are not limited to:DESCRIPTION OF SERVICES The selected Contractor(s) will provide services which shall include, but are not limited to, the requirements contained in this RFQ. Services set forth that contain the words must or shall are mandatory and must be provided as specified with no alterations, modifications or exceptions. Services set forth that contain the words may or can allow Respondents to offer alternatives to the manner in which the Services are provided. The selected Contractor will provide assistance to the TWDB for activities described below for one or more of the Projects stated within this RFQ. 2.2 SCOPE OF WORK This scope of work is based on the Nueces River and Corpus Christi and Baffin Bays Basin and Bay Area Stakeholder CommitteeWork Plan Tier 1 Priority Project #2 (http://www.tceq.state.tx.us/assets/public/permitting/watersupply/water_rights/eflows/20121101nueces_workplan.pdf). The Nueces Basin and Bay Area Stakeholder Committee and other local scientists have identified the importance of increasing freshwater inflow through the Rincon Bayou to support the ecological health of the Nueces Delta and Nueces Bay. Among the strategies proposed is an effort to evaluate the feasibility of shifting wastewater treatment plant return flows from the Oso Creek/Oso Bay watershed into Rincon Bayou as well as increasing the volume of Nueces River water that can be pumped into Rincon Bayou. The City of Corpus Christis Allison Wastewater Treatment Plant is permitted to discharge treated effluent to the Nueces Delta; however, there are regulatory obstacles to modifying the plants permit to maximize its addition of freshwater to the delta. Additionally, there are infrastructure and regulatory obstacles associated with shifting wastewater discharges from Oso Creek and Oso Bay to the Rincon Bayou
