Specifications include, but are not limited to: The Texas Water Development Board (TWDB) requests responses to this Request for Qualifications (RFQ) for an award of a Services Contract to conduct a study evaluating trends in rainfall-runoff relationships in the Upper Colorado River Basin in Texas (hereinafter referred to asProject).ThisRFQ is in support of environmental flow studies identified by the Colorado, Lavaca Basin and Bay Area Stakeholder Committee in the Colorado and Lavaca river basins as part of the adaptive management phase of the Senate Bill 3 process (80th Texas Legislature) for establishing environmental flow standards for Texas river basins and estuaries. The $20,000 funding for this Project is made available through funds appropriated to the TWDB during the 84th Texas Legislature.
