Specifications include, but are not limited to:The overall task of the Awarded Offeror is to effectively support one of the nations most effective State EPC programs. Below is the Scope of Work expected from Colorados EPC Program Consultant.The Awarded Offeror shall demonstrate the technical expertise, interpersonal skills and organizational capacity necessary to successfully:Support the successful development, execution, and evaluation of EPC projects, from initial discussions about EPC fit with client needs and desires, through measurement and verification;Support program administration activities;Support program initiatives, including continuous improvement, process management, and market development activities; andAdminister this contract, including productive communication with the CEO EPC Program staff, timely and effective use of portfolio tools, and well-structured and accurate invoicing and reporting.TERMS AND FUNDINGThe anticipated term of the contract resulting from this solicitation is an annually renewable contract, for a maximum of five years. The first contract year will generally follow the State fiscal year cycle, beginning on the date approved by State Controller, and valid through June 30, 2017.Annual renewal is subject to contractor performance, market demand, and availability of funding.See Section 4.7 for more information about performance.The demand for project consulting services is cyclical and may be unpredictable: 1) While the audit and proposal phase is demanding, project consulting during the implementation phase is less so; and 2) While FY17 will focus on outreach, the CEO ultimately does not control the number of new projects initiated.The resulting Contract is subject to and contingent upon the continuing availability of State and/or federal funds for the purpose thereof. The Offeror recognizes that it is to be paid, reimbursed or otherwise compensated with funds provided to the Colorado Energy Office for the purpose of contracting for the services provided herein. The Offeror expressly understands and agrees that all its rights, demands and claims to compensation arising under the resulting Contract are contingent upon receipt of such funds by the Colorado Energy Office. In the event that the Colorado Energy Office does not receive such funds, or any part thereof, the Colorado Energy Office may immediately terminate the resulting Contract without liability, including liability for termination cost.
