Specifications include, but are not limited to: The City of New Haven is seeking Qualifications & Proposals from Licensed Environmental Professionals toconduct a Phase I, Phase II and Phase III Environmental Site Assessment and prepare a Remedial ActionPlan, Hazardous Materials Survey, any required variance requests to the Connecticut Department of Energyand Environmental Protection (DEEP), such as an Engineered Control Variance Request and/or a WidespreadPollution Control Variance Request, and any documents such as an Environmental Condition AssessmentForm or a Transfer Act Form in order to register the property in a State remediation program, at the propertylocated at 133 Hamilton Street in New Haven (the Property).Proposals must be submitted no later than 3:00 p.m., January 20, 2016. The City has received a grant of$200,000 from the Connecticut Department of Economic and Community Development (DECD) part of whichwill fund the scope of work described here, with the balance devoted to other work related to planning for theredevelopment of the Property.The Property is a significant historic site and consists of 1.90 acres on which sit approximately 110,000 squarefeet of largely vacant, deteriorated building space in multiple, contiguous buildings constructed in the late 19thand early 20th century. It is located approximately 800 feet from the Mill River and is an approximate square of280 feet on each side which border Hamilton Street on the west, St. John Street on the south, Wallace Streeton the east and the Palmieri property on the north. It is zoned IL (Light Industrial). Previous uses of theProperty include the New Haven Clock Company manufacturing operation, 1845-1960, garmentmanufacturing, car and lawnmower repair, and various bars. Groundwater is classified as GB, althoughresidential use is being proposed for the Property. Groundwater flow is toward the southeast, which is towardthe Mill River.
