Specifications include, but are not limited to:As identified in Section 1.1, MSA is soliciting proposals from qualified firms to provide environmental, testing, and inspection services to assist the MSA in the implementation and administration of Project C.O.R.E. (Creating Opportunities for Renewal and Enterprise). Under the terms outlined in a Memorandum of Understanding negotiated between the MSA, the Baltimore City Department of Housing and Community Development and the Maryland Department of Housing and Community Development, the MSA will oversee up to $75 million in demolition and stabilization of blighted structures located throughout Baltimore City. The selected Consultants under the Project-specific RFPs will provide environmental services and testing and inspection services related to the demolition or stabilization of Properties included in the Program. 3.2 General Overview and ScheduleProject C.O.R.E. is a joint City-State initiative focused on eliminating the blighting influence that abandoned, derelict and dilapidated properties are having in Baltimore City. Blight elimination is expected to enhance the quality of life in the Citys neighborhoods, promote safety, and revitalize the City by (i) demolishing structures on the blighted properties and converting the remaining open parcels into gardens, parks, other green amenities, or redevelopment opportunities, or by (ii) stabilizing structures on the Blighted Properties to prevent further deterioration and to eliminate their overall blighting influence.Under the terms outlined in a MOU (see Attachment E) negotiated between MSA, the City, and the Department, MSA will oversee up to $75 million in demolition and stabilization of blighted structures. Approximately 4,000 properties will be included in the Program over the next four (4) fiscal years. Approximately 400 to 480 properties (20 - 28 blocks) are anticipated to be included in the Program in Fiscal Year 2016 and approximately 1000+/- (50 100 blocks) are anticipated to be included in Fiscal Years 2017, 2018, and 2019
