Specifications include, but are not limited to:Company Background The Central Ohio Transit Authority (COTA) is a public sector transit agency serving Franklin County and the rest of the central Ohio area, which includes Columbus, as well as Bexley, Gahanna, Grandview Heights, Grove City, Hilliard, Reynoldsburg, Upper Arlington, Westerville, Whitehall, Dublin and Worthington.[3] Currently, COTA only manages bus service, though light-rail or streetcar service has been discussed several times in recent years. COTA's administrative offices, as well as its bus garages are located in downtown Columbus. It is managed by President and CEO W. Curtis Stitt, effective February 1, 2012, as well as a 13-member board of trustees.[3] COTA is funded by a permanent 0.25% sales tax as well as another 10-year, 0.25% sales tax which went into effect January 1, 2008. COTA is looking for an ERP system solution to replace the following systems in use today. Human Resource Information System (HRIS): SumTotal is the system used to manage the human resources and payroll business functions. This system is not meeting the business needs of COTA and is soon to be out of vendor support. Enterprise Asset Management (EAM): COTA uses a system, Ellipse, to support the Enterprise Asset Management functions, which does not have all the necessary business functionality to meet COTAs needs and is out of vendor support. This system is being used to perform the accounts payable functions and supports the management of the fleet, facilities, and inventory for COTA. Financial System: Unit4, called CODA, is used to perform the financial reporting for COTA. This system is used as a repository of all financial information for COTA to generate necessary financial reports. As a reporting repository, this system does work in the current environment for COTA. Additionally, this system is not being used to perform the day-to-day transactional .business functions that are typical in a financial application
