Specifications include, but are not limited to:The Proposed project (Columbia County P.I. No. 0013704) will consist of the widening of Hardy McManus Road (C.R. 92) from William Few Pkwy (C.R. 1427) / Hardy McManus Rd intersection to Furys Ferry Road (S.R. 28) from 2 lanes to up to 4 lanes with a turn lane/raised median. The typical section may be urban or rural with a combination of flush and raised median. The county envisions the project as an operational improvement with a rural section to maintain the open character of the surroundings. Hardy McManus crosses CSX railroad at an existing on-grade intersection inside the corridor. On the William Few Pkwy or west end, this termini was recently widened under project P.I. No. 250620 as a 3-lane w/ flushed median. On the Furys Ferry Rd or east end, this termini falls within the project limits of Furys Ferry Rd widening (TIA P.I. No. 0008346, Band 2). Under TIA, this termini intersection will be designed to accommodate the future Hardy McManus Road tie-in. The county envisions this intersection as a roundabout. The TIA PE phase is estimated to begin by May 1, 2016 and a concept report was approved out of a Scoping Phase (2014) with AECOM under a direct contract with GDOT. Survey database was also completed under the Scoping Phase so the TIA PE schedule will be well ahead of this design contract. The Hardy McManus Road corridor is residential. There will be a major county trail project in the future along the Euchee Creek, called the Euchee Creek Greenway. This bridge/trail intersection is to the west of the project and outside of the corridor limits. Access to the greenway trail will be direct from Hardy McManus Rd or from a future trailhead parking lot near the Euchee Creek bridge / western project termini. The Scope of Work includes concept development, field surveys and database, environmental documentation, preliminary construction plans, right of way plans, public involvement, and final construction plans in accordance with the GDOT policies and guidelines.All phases of the project should proceed using the guidance established in the Plan Development Process (PDP). All required engineering studies are considered part of the scope of services. All deliverables shall be in accordance with the Plan Development Process (PDP), Electronic Data Guidelines, Plan Presentation Guide, National Environmental Policy Act (NEPA), GDOT Environmental Procedure Manual and all applicable design guidelines including but not limited to Department's Policies and Procedures, American Association of State Highway and Transportation Officials (AASHTO) Green Book, Roadside Design guide, Highway Capacity Manual, and GDOT Standard Specification and Standards & Details, GDOT Design Policy Manual, and GDOT Bridge Design Manual.The below list of services is the estimated Scope of Work and all items shall be considered as necessary. The Consultant is required to assist the County in determining the actual Scope of Services with GDOT during the proposal negotiation stage. Special studies can be reserved if portions of the scope cannot be confirmed.The estimated Scope of Services is as follows:Concept Report:1.Aerial Photography (available from our GIS Dept if necessary).2.Traffic Studies.3.Cost estimates.4.Initial Concept Meeting Preparation and Attendance.5.Concept Meeting Preparation and Attendance.6.Approved Concept Report.7.Concept Design Data Book.Environmental Document:1.Necessary Environmental Special studies surveys reports and assessment of effects [i.e., Air, Noise,History, Ecology, Archeology].2.NEPA documents.3.Preparation of 404 permit application (if necessary).4.Stream Buffer Variance (if necessary)
