Specifications include, but are not limited to:The Consultant may recommend revisions or additions to this scope of work for the project that it feels may benefit Carroll County. The scope is segmented into the following phases: Preliminary Evaluation and Recommendation; Type, Size and Location submission; combined Foundation/Scour submission; combined Structure/Final submission; Plans, Specifications and Estimate submission; and miscellaneous construction services. Preliminary Evaluation and Recommendation The consultant will provide the following services: 1. Review the existing structure and the latest Inspection Report (the 2013 Inspection Report is provided). 2. Develop a detailed schedule. 3. Complete field topographic surveys and reduce and plot the topographic survey information for use in the design effort. Include collection of existing structure opening information etc. and existing wetland limits delineation. 4. Delineate existing wetlands prior to completing field surveys. It is anticipated that this project will cause minimal impact to existing wetlands and that no wetlands mitigation services will be required. 5. Communicate and coordinate with all utility companies and plot the location of their facilities on the plans, identify those utilities to be relocated for construction of the project along with an estimate of relocation cost and time required. No utility test pitting is anticipated. 6. Develop the preliminary hydrologic/hydraulic data necessary to evaluate if the proposed replacement structure can be designed as hydraulically in-kind to the existing structure. The County does not anticipate that a "full-scale" hydraulic and hydrology study will be necessary. Hydraulic analysis is required to demonstrate closeness of hydraulic performance (rating curves) for existing and replacement structures. The Consultant shall analyze an adequate range of discharges to assess performance under low flow, pressure flow, weir flow, etc
