Specifications include, but are not limited to:HART is seeking written proposals from qualified firms that can provide engineering services associated with stormsystem analysis, investigation, and design. The work consists of furnishing all professional services andinvestigative measures to fully evaluate the existing storm water system and prepare a remedial design at:HART4305 East 21st AvenueTampa, FL 33605This site has experienced chronic flooding; the intent of the project is to determine the cause of the flooding,prepare a recommendation of remedial action, and provide design services pursuant to the recommendations.Phase I of the Consultants responsibilities will be to conduct a comprehensive drainage study to identify thecause of both major flooding events and more common nuisance flooding events. This will include a review of allavailable storm system reports, mapping of the existing drainage infrastructure, and field reconnaissance andinvestigation as outlined below:Phase I Storm System AssessmentA. Review Existing Drainage Network and Supplement Topographic DataThe effort will collect, compile, and supplement the existing topographic data to assist in the fieldreconnaissance and evaluation of the drainage problems. The investigation shall consider the upstream anddownstream flow regime and all conditions influencing the site. All existing onsite drainage infrastructure,including storm water and sewage, shall be collected and mapped by a Professional Surveyor and Mapperlicensed in the State of Florida.B. Storm System Video Analysis and Erosion AssessmentAll site storm water piping and control structures shall be video analyzed to assess the condition and integrityof the system. Apparent failures within the pipe network, joints, and inlets have resulted in the erosion of thesurrounding parking lot subgrade and the deterioration of the paved parking lot surface. The extent of thedeficient parking area shall be determined and recommendation of remedial action provided.C. Conduct Field Reconnaissance and Prioritize Drainage ProblemsBased on the results of the video analysis and topographic data, conduct site visits and collect field data thatdescribes the nature of identified drainage and flooding problems and likely causative factors. The identifiedfactors shall be prioritized and ranked in order of severity.D. Develop Recommendations for Improvements
