Specifications include, but are not limited to:The Consultant shall conduct pressure diagnostic, combustionsafety testing and static pressure testing using approved equipmentto conduct energy audits in accordance with Applied Building Science (ABS) principles as outlined in the current edition of theArizona Governors Office of Energy Policy WeatherizationProgram Requirements (Exhibit C). The City is responsible forproviding updated Program Requirements as they are issued.2. The Consultant shall be responsible for assessing the residence forhealth and safety concerns and potential energy efficiencies usingapproved priority lists and, when requested, REM Design analysis,Manual J, ASHRAE 62.2 ventilation, refrigerator metering, HVACEquipment Efficiency Calculator, or other approved methods ofanalysis. Reported recommendations shall be based on theassessment and testing results.3. The Consultant shall be responsible for estimating costs andprioritizing of measures in order of health and safety and costeffective energy measures. Priority listing shall be determined usingREM Design analysis.4. The Consultant shall be responsible for communicating with theowner/residents at each site within 48 hours to arrange access tothe property. The Consultant should contact the HousingRehabilitation Supervisor or Project Manager if they are unable toarrange access to the property.5. After completion of construction, the Consultant shall beresponsible for post-testing verification and reporting of test resultsusing City provided forms. In the event measures fail to meetacceptable post-testing levels as defined by the Arizona GovernorsOffice of the Energy Policy Weatherization Program Requirements,retesting will be performed following repairs.6. The Consultant shall provide a minimum of one hour trainer forowner/resident on the operation and maintenance of all installedequipment provided by the Weatherization Assistance Program.7. The Consultant must be able to respond to the Departmentsrequest for the following audit and report types:a. Standard (initial) Audit: Perform initial program audit withinthree (3) weeks of request. Initial report and invoice forservices rendered will be due within three (3) days aftercompletion of audit.b. Emergency Audit: Schedule audit within 48 hours ofreceiving request. Audit shall be performed within five (5)business days. Report and invoice for services rendered willbe due within three (3) days after completion of emergencyaudit.c. Final Audit: Schedule final audit within 48 hours of request.Audit shall be performed within two (2) weeks of the request
