Specifications include, but are not limited to: Scope of Work to be performedVendors responding to the RFP should submit proposals that provide discussions addressingthe services they can provide to Essex County as outlined below.The EMS Strategic Plan will be rooted in future-oriented, proactive thinking that anticipateschange and adopts long-term strategies to meet the demands of that change. The scope ofthis forecasting should focus on multiple facets, including, but not limited to: finance,personnel, logistics, operations and administration.The EMS Strategic Plan will have the following components:1. Mission Statement guiding set of ideas that can be articulated, understood andsupported by the Board of Supervisors.2. Vision Statement conveys the image of how the County wants its future to look.3. Strategic Objectives the formulation of goals and objectives including:a) Immediate Goals accomplished within one yearb) Short-Term Goals accomplished within two to five yearsc) Long-Term Goals requiring more than three years to initiate and less than 10years to complete4. Action Plans listing specific goals and objectives, along with detailed tasks needed toachieve them within a specified time frame. Each strategic goal and objective shouldhave an action plan, with schedule and deadlines for implementation.The Plan will be developed over the course of 16 months. The Plan will include but not belimited to:1. Assessment of Services being offered by EMS Agencies to the Towns.2. Assessment of Services being offered by ambulance contract agencies to the Towns.3. Identifying gaps in services.4. Recommendations in how services are delivered.5. Recommendations of cost saving measures.6. Focus on alternatives to include: 1) Current Services, 2) Complete CountyRestructuring of EMS Services or 3) a Combination of the Two.7. Identify circumstances where towns and or county can further share infrastructure tolessen the burden on taxpayers.8. Identify where other Towns of similar size and circumstances have witnessed savings.9. Identify technologies that may improve delivery of service.10.Assessment of Equipment needs.At the conclusion of the EMS Strategic Plan, Essex County will have a road map to follow whenbudgeting and making crucial decisions on how services are provided in our communities. Theplan will not only create future tax relief for the constituents of our county but it will alsoapprove the overall delivery of services. The EMS Strategic Plan will be a working document,utilized to provide the best services, at the lowest possible cost to the taxpayer.
