Specifications include, but are not limited to:SCOPE OF SERVICES/REQUIREMENTSThe City is interested in identifying a Third Party Administrator (TPA) with proven capabilities of: a competitive PPO Network; Utilization Review/Large Case Management; Disease Management (including wellness and case management); Hospital Audit Functions; COBRA & FSA; PBM Administration services; and, Medicare Advantage and Supplemental Plans Administration.The City desires to contract with a Third Party Administrator (TPA) that is:Experienced in managing a diversified benefits program for active employees and retireesAble to establish a system that is flexible and allows the City to maintain control over major decisions that affect outlined programsAble to maintain internal staff responsibility of responding to claims reviews, first level appeals, and pre-determination of benefits; annual review of Master Plan document; summary plan descriptions; and the distribution of annual benefit identification cards.Able to provide value and cost competitivenessAble to comply with specifications and current plan designsHas accessibility of network providers for City employeesHas current agreements with organizations of 20,000 or more covered lives each within the State OF TexasThe City of Dallas is committed to providing comprehensive, quality health care benefits, while effectively managing costs and seeking new techniques and practices to assist in this regard; however, established protocols and procedures as required by State and Federal regulations and City policies shall be followed.The City is open to reviewing deviations from the current medical and pharmacy plan designs, however; please confirm that your TPA can administer the current medical and pharmacy plan designs. Additionally, it is the Citys desire to have both the dental and vision plan designs similar to the existing plan designs. Where possible quote similar plan designs for these plans.All proposing TPAs should respond to the following questions in their entirety. Responses are limited to 120 words or less for each question:
