Specifications include, but are not limited to:The successful vendor will be expected to provide, at a minimum, the services to the County health andbenefits programs detailed in this Scope of Work. Prospective bidders will note that while Health BenefitsConsultation Services (Part A of this Scope of Work) is the primary focus of this RFP, the County is alsorequesting that bidders respond to Part B of this Scope of Work, which details the Countys ancillary/voluntarybenefit consulting needs: life, disability and other personal insurance benefits, Flexible Spending Accounts(Health Care, Dependent Care, and Commuter benefits), and Employee Assistance Program. Failure torespond to Part B will not disqualify bidders.Vendor will provide a summary of their understanding of the Countys needs (as detailed in thisScope of Work) and how the vendor plans to meet these needs:1. The County is seeking a summary that includes the vendors broad understanding of the scope of theCountys request and a summary of the vendors entire proposal.2. The summary will also include a statement that the vendor will provide all the services included in thisScope of Work. If the vendor is unable to provide any of the service(s), they will describe which ofthe service(s) they are unable to provide.PART A SCOPE OF HEALTH BENEFITS CONSULTATION SERVICESI. ADMINISTRATIVE SERVICES:1. Benefit Design Assistancea. Provide an initial in-depth review of the Countys existing health insurance programs and assist inthe development of long-range plans and financial, operational and utilization goals. Provide anannual assessment as to whether long term objectives are being met.b. Review and analyze vendor documents, including but not limited to contracts, policies andcoverage booklets, provide interpretations and recommendations.c. Determine methods of reporting plan performance for the purpose of recommending strategies tolower cost and maintain quality.d. Recommend wellness and disease management strategy with a focus on measuring the returnon investment of such efforts.
