Specifications include, but are not limited to:The Citys stated objectives for the Employee Assistance Program are as follows: To provide an appropriately certified Substance Abuse Professional (SAP) to protect the publicinterest by professionally evaluating any employee who has previously violated Department ofTransportation (DOT) rules and recommending appropriate education/treatment, follow-up tests, andafter care, with a physical presence within a fifty (50) mile radius of the City of Harrisonburg. TheCity does not have statistics relating to DOT Substance Abuse Professional (SAP) evaluation cases,however the number is very low. The average number of SAP service requests annually is less thanCity of Harrisonburg, VA - Employee Assistance Program RFP (2016046-HR-P) Page 2 of 29five (5) requests annually. It is expected that the cost of the DOT SAP be included with the costinformation provided as part of the proposal submission. To provide counseling to City employees and/or City supervisors on subjects including, but notlimited to, substance abuse, emotional and mental instability, family difficulties, eldercare concerns,management services, financial problems, productivity and attendance problems. Up to threecounseling sessions per client, per incident, plus any follow-up contacts necessary to satisfactorilycomplete EAP agreements for employee The estimated number of employees that fall under DOT regulations includes 230 employees.Additionally approximately 300 employees are tested under non DOT regulations. To provide telephonic counseling services and a twenty-four (24) hour telephone crisis intervention. To provide the following services: emergency triage, legal services, online services, wellnessservices and employee communications materials (minimally on a monthly basis). To provide information and consultation services to management to assist in the appropriateresolution of a mandatory referral. In all other cases, referral information is confidential. A Cityrepresentative will serve as a point of contact for each mandatory referral, generally, the employeesdirect supervisor.
