Specifications include, but are not limited to:Provide counseling, assessment, and/or referral services for a state-wide EmployeeAssistance Program. Provide intervention services for employee participants, familymembers, and TCEQ management and/or other personnel. Services shall also include,but are not limited to, counseling in areas such as substance abuse, legal concerns,marital/family problems, financial problems, psychological/emotional problems,health-related problems, job performance problems, grief or other types of traumacounseling, weight management, smoking cessation, and stress management.PARTICIPANTS ELIGIBLE TO RECEIVE SERVICES TCEQ Employee, Retiree, Married/Divorced Spouse. All covered Employees may bring anyone with them to their authorized/coveredsessions regardless of relationship to Employee. All family members of Employee, regardless of age, living in or outside employeeshome, including children/grandchildren, divorced spouse, and significant others andtheir children. Any person meeting benefit eligibility prior to layoff or termination of an employeewill continue to be eligible for benefits up to 6 months from the date of theemployees layoff or termination. Employee instructed by law to receive court-ordered counseling. All crisis cases (suicidal/homicidal, domestic violence, CD, child/elderly abuse) nototherwise covered. Any person meeting benefit eligibility prior to lay-off or termination of an employeewill continue to be eligible for assessment and referral after 6 months and up to 1 yearfrom date of employees call within this timeframe. Children under age 18 must have a written, signed release by their guardian who hascustody (whether living in the home or not) to attend counseling on their own. Thisrelease is given to their affiliate. Divorced parents who bring their children in forcounseling must bring a copy of their divorce decree or have signed permission fromthe other parent before bringing a child into counseling. Grandparents who bringtheir grandchildren into counseling must have proof of guardianship or permissionfrom the childs parents.ESTIMATED NUMBER OF PARTICIPANTSThe TCEQ has approximately 2654 employees (averaged over the past three years).The Agency has an Employee Relations Coordinator who will act as an EAP Coordinatorand will be responsible for monitoring the EAP and will serve as the primary contactperson for the EAP Contractor.TCEQ Solicitation 582-17-70033Employee Assistance ProgramPage 9 of 54II. Description of WorkGENERAL SERVICESEAP services are requested to be provided statewide for participants.The EAP will be a resource that can provide services to include counseling, assessment,and/or referrals to assist employees with problems which may impact the employeesjob performance and/or work behavior.Participants may be referred by their supervisors or may contact the EAP on their own.
