Specifications include, but are not limited to:The specifications for the emissions testing of two multiple hearth sewage sludge incinerators are as follows: 1. Preparation of a Test Protocol: The contractor will prepare a Test Protocol and submit six (6) copies to the Department for review and approval by the regulatory agency. This protocol will include a description of the sampling and analytical methods to be used; a description of the incinerator being tested; and a drawing of the sampling location, including location of sampling points. The Department will provide a list of expected incinerator operating parameters to the contractor to be included in the test protocol. The contractor is advised that the incinerators are different in size. The contractor will work with the Department and the regulatory agency to resolve any issues concerning the test program prior to conducting the tests. 2. Methodology and Brief Sample Description - Emissions Sampling ProgramGaseous Criteria Pollutants: The extractive monitoring system and all sampling and analysis procedures used in this testing program will conform with the requirements of 40 CFR 60, Appendix A, reference methods 3a, 6c, 7e and 10. A proprietary Data Acquisition System (DAS) records data from each analyzer during the test run. EPA Protocol calibration gases will be used to calibrate the instruments according to the applicable EPA methodology, and have been analyzed according to EPA Traceability Protocol for Assay and Certification of Gaseous Calibration Standards, September, 1993. The contractor will conduct a total of three (3) 120-minute test runs for the gaseous criteria pollutants, as defined above. Additionally, per standard EPA requirements, 02 and C02 will be conducted by Method 3a during all emission test runs. Total Hydrocarbons: The contractor will utilize an EPA Method 25a California Analytical (Model 300 HFID) THC analyzer to determine VOC emissions from the stack sampling location The extractive monitoring system and all sampling and analysis procedures to be used in this testing program conform with the requirements of 40 CFR 60, Appendix A, reference method 25a.
