Specifications include, but are not limited to: SCOPE OF SERVICESAll proposals must be made on the basis of, and either meet or exceed, therequirements contained herein. All offerors must be able to provide:4.1 Contractors Responsibilities:A. Direct Services:EMERGENCY PLACEMENT SERVICES FOR CHILDRENRFP RFQ 367Page 4 of 311. Solicit, select, and train families within Loudoun County who canprovide short-term emergency placement of children asrequested by the DFS.2. Place all children in an emergency home as referred by DFSand Child Protective Services (CPS) twenty-four (24) hours aday, seven (7) days a week.3. Maintain contact and coordination between placement family,child, and caseworker at all times.4. Home studies and DFS licensing requirements shall be metprior to receipt of child for care.5. Ensure that all placements have an adequate ratio ofresponsible adults to children and that children are sufficientlymonitored.6. Establish a recruitment plan for families who receiveemergency placements.B. Indirect Services:1. Provide a coordinator who is available twenty-four (24) hoursa day, 365 days a year to DFS caseworkers for consultationand the facilitation of placements.2. Establish a training plan for families who receive emergencyplacements. Training shall include Child Protective Servicesand Foster Care procedures and processes, as well as anunderstanding of court procedures.3. Coordinate services with other community agencies, such asMental Health, Substance Abuse and Developmental Services,Loudoun Abused Womens Shelter, Transitional HousingCenter, Health Department, and Loudoun County PublicSchools, as deemed necessary by the caseworker.4. Submit a quarterly report, as agreed upon with DFS, providingnames of children served, the caseworker for each child, lengthof stay of each child and hours of direct services dedicated foreach placement.4.2 County ResponsibilitiesA. Refer appropriate children to the Contractor.B. Provide basic information about each child to the Contractor and/orfamilies.C. Supply a signed medical release form for each child.D. Provide supportive transportation to school, medical appointments,mental health appointments, and other engagements as needed.F.
