Specifications include, but are not limited to:This project will identify the best-fit, third-party emergency medical dispatch quality improvement (QI) solution and professional services to meet the business needs of the following organizations: King Countys Emergency Medical Dispatch Quality Improvement Program (Seattle, WA) Valley Communications Center (Valley Com) (Kent, WA) North East King County Regional Public Safety Communication Agency (NORCOM) (Bellevue, WA) Port of Seattle (Seattle, WA) City of Enumclaw (Enumclaw, WA) The System will not serve as the system of record of 911 calls as each dispatch agency will retain the original 911 call record in its voice logging system. However, the System will serve as a repository of 911 audio recordings for emergency medical calls imported to the System by King County Emergency Medical Services Division staff to perform QI reviews. In addition, the chosen solution will offer highly configurable out-of-the-box functionality, including modules that support business staff to play back and annotate calls, generate interaction analytics, perform quality improvement reviews, recommend training, and track and report performance. The Contractor shall also provide implementation services and ongoing support and maintenance. If proposing a COTS solution, the Contractor shall coordinate with King Countys Department of Information Technology for required ongoing support and maintenance of any hardware components (i.e. servers, databases) that may need to reside within King Countys technology environment. King Countys Emergency Medical Services Division will work collaboratively with our partners to develop a standardized approach to emergency medical dispatch quality improvement. In addition, each dispatch center also manages its own quality improvement program to assess telecommunicators performance. This project will achieve the following goals and objectives: 1. Improved functionality available to perform QI 2. Increased operational efficiencies and employee productivity to perform QI reviews for emergency medical dispatch 3. Direct feedback and QI reviews available to dispatchers in a timely manner 4. Reduced number of emergency medical calls involving inappropriate instructions given by telecommunicators 5. Reduced number of emergency medical calls involving inappropriate resources dispatched to respond to emergency medical incidents The target completion date for this project is April 2016.
