Specifications include, but are not limited to: Project DescriptionThe City of Santa Claras Electric Department dba Silicon Valley Power (SVP) islooking for an experienced firm that is capable of reviewing applications submittedseeking permission to obtain an encroachment permit within the City. The applicationswill be submitted as part of a large volume fiber build that will be occurring in the citylimits. If selected the Proposer will be responsible for protecting SVPs interests.B. BackgroundSVP is a municipal electric utility operating within the city limits of Santa Clara. SVPhas a large underground system of conduits and structures that facilitates the distributionof electrical power throughout the city. It is very important for reliability and safetyreasons that any entity wishing to place their own underground facilities in the citymaintain a minimum separation from these facilities. It will be the responsibility of theselected proposer to ensure that any plans reviewed respect the separations set forth bySVP standards and practices.C. Description of Required Services Proposers who respond to this RFP should be able to perform the following services:1. Review and approve or reject encroachment permit plans submitted by outsideentities using the following methods:a. Ensure that permit drawings are drawn to a standard scale and accuratelyshow the locations and size of SVP Underground and surface structures.i. Proposer would have access to Citys documentation showing thelocation of existing and proposed SVP facilities.ii. Proposer will also be required to perform a field visit for eachApplication to ensure that the current field conditions are reflectedin the drawings.1. Proposer should be able to take GPS readings of SVPstructures in the field to reconcile discrepancies foundbetween field conditions and SVP records.b. Ensure that all proposed and existing SVP facilities are properly labeledon submitted drawings.c. Ensure that the proposed underground conduit routes and structuresmaintain the proper separations from SVP facilities.d. Coordinate with SVP to ensure that pole risers are shown consistentlybetween pole encroachment permit applications and attachment 11applications (reviewed by others)2. The Proposer should expect the following work volumes and minimum timeframes:a. Work Volume: The Proposer should anticipate Applications consisting of5 miles increments being submitted once a month. The Proposer would atmost have 10 miles under review at any one time. Proposer will beconducting initial reviews and subsequent resubmittals to insure thatissues that the proposer had identified have been addressed and resolved.b. Timeframe: The Proposer would be required to perform initial reviewswithin 3 weeks of proposers receipt of each package and any subsequentreviews within 2 weeks of receipt. Assuming that the resubmitted plansdo not significantly deviate from the original plans.
