Specifications include, but are not limited to:The City of Ann Arbor, Michigan, is requesting proposals from professional firms toprovide electrical and instrumentation support services at the Citys water treatmentplant, hydroelectric dams, and recreational dams.The services desired include, but are not limited to, testing transformers (includingsampling and winding tests); meggaring of electrical lines; infrared testing; cleaningand testing medium voltage breakers on Citys substations and generators;replacement, programming and tuning of instrumentation for water treatment plantand hydroelectric dam controls; cleaning of electrical metering cabinets; setting tripson breakers; response to electrical and instrumentation troubleshooting requests;calibration of instruments (including flow meters, pressure transmitters, and leveltransmitters); replacement and programming of radio communication equipment(MOSCAD); PLC programming; SCADA/HMI support; and SCADA communicationstroubleshooting.The City intends to award one service contract at a value not to exceed value of$60,000. Contractors will supply a proposal based on a (1) one-year agreement,tentatively from July 1st 2016, to June 30th, 2017. This contract will be task-basedbased on the scope and fees identified in the proposal. There will be no minimumvalue of services committed by the City for each awarded service contract. The Citymay elect to renew the selected proposal for two additional periods of the samelength as the original contract (three (3) years total). For any renewal periodauthorized by the City, additional funds may be added as required for anticipatedservices for each additional year. If a mutual agreement of the parties is notreached within a reasonable period as determined by the City, the contract will notrenew.2. RequirementsA. Ability to work effectively with the Citys Water Treatment Services staff withrespect to any of the electrical and instrumentation services required by the City.B. The ability to function in a support role to the Water Treatment Services Unit inaccordance with City Standards and Procedures.C. Under unique circumstances, the City may request emergency services. In theevent such a request, the contractor shall mobilize within 24 hours or less toperform the required task
