Specifications include, but are not limited to:For this analysis, the Contractor shall focus on the impacts of the construction of theOrange Line between Portland and Milwaukie. Economic impacts include but are notlimited to, spending and employment that can be traced back to an initial change indemand, in this case, the construction of a new light rail line. This analysis shall reflectall of the spending and employment that was needed to support the construction of theOrange Line and illustrate the impacts to the broader community in terms of jobs,spending, and value-added.The Contractor shall submit a report to TriMet resulting from this analysis which shallinclude both direct and secondary economic impacts as further detailed below and shalladdress the following elements: Output - represents the value of goods and services produced, and is thebroadest measure of economic activity. Value Added - consists of output minus the value of intermediateconsumption; it is a measure of the contribution to GDP made by anindividual producer, industry or sector. Labor Income - consists of employee compensation and proprietor income,which is a subset of output. This includes workers wages and salaries, aswell as other benefits such as health, disability, and life insurance, retirementpayments, and non-cash compensation. Jobs - according to IMPLANs methodology, jobs are measured in terms offull-yearequivalents (FYE). One FYE job equals work over twelve months ina given industry (this is the same definition used by the federal governmentsBureau of Labor Statistics)
