Specifications include, but are not limited to:Unless otherwise defined, the terms below have the following meaning: 1. East King County means the geographical boundaries that include the cities of Mercer Island, Bellevue, Renton, Issaquah, Kirkland, Redmond, Newcastle,Woodinville, Kenmore andBothell.2. Key stakeholders means leaders in the business community, opinion leaders, established special interest organizations, policymakers and local elected leaders. The Consultant shall provide government and community relations consulting services to support Sound Transitsmission,servi c e s , projects and system expansion work in East King County. The Consultant shall s u p p o r t S o u n d T r a n s i t s G o v e r n m e n t & C o m m u n i t y R e l a t i o n s ( G C R ) s t a f f i n d e v e l o p i n g a n d i m p l e m e n t i n g a strategic outreach effort in support of the agencys work within East King County. Sound Transit staff will coordinate and lead the consultants efforts to ensure consistency with the existing program and to avoid duplicative efforts and knowledge gaps. The consultants work shall be directed by GCR and integrated with the efforts of the East Link, the Link Operations and Maintenance Satellite Facility (OMSF) and Sound Transit 3 project teams. Consultants duties shall include, but not be limited to, the following: 1. Provide advice, planning and coordination activities in the development of a comprehensive East King County public affairs strategy for Sound Transit. a. Assist GCR staff with the development of a stakeholder outreach strategy plan for East King County that includes but is not limited to: i. Identifying and assessing key stakeholders in East King County. ii. Identifying opportunities for increased exposure for Sound Transit. iii. Assessing risks and challenges related to Sound Transit in East King County. iv. Monitoring the political climate and reporting back to GCR. 2. Support East Link final design, construction, business relations and other project functions, OMSF project design and development, and ST3 planning work. a. Identify and build relationships with business stakeholders throughout the project areas. b. Have an integral understanding of Sound Transits work in East King County, including decisions to date and political evolution of the projects and ST3 work. Discuss projects with stakeholders throughout East King County on a regular basis. c. Coordinate with GCR and East Link, OMSF and ST3 staff to sustain stakeholder engagement
