Specifications include, but are not limited to: RFP Objective and Project OverviewThe purpose of this Request for Proposal (RFP) is to solicit proposals to establish contract(s)with 9-1-1 Public Safety Answering Points (PSAP) systems for the Commonwealth and allpublic bodies as defined by 2.2-4301 and referenced by 2.2-4304 and 2.2-2012 of theCode of Virginia and private institutions of higher education that are listed at The goal of this RFP is to obtain currentmarket data to assist VITA in determining the most efficient way to meet the requirements ofthis project.It is the desire of the Commonwealth of Virginia that Supplier(s) will be able to provide, install, receiveand/or upgrade hardware and software for Next Generation 9-1-1 (NG9-1-1) ready call handlingequipment including computer telephony, mapping, and other E9-1-1 related products and servicesused in PSAPs throughout the Commonwealth. The Supplier(s) may also provide hardware andsoftware maintenance with the equipment or as a stand-alone offering. The Commonwealthacknowledges that the PSAP industry and its suppliers, as well as national standards, are changingrapidly and as such desires to establish original equipment manufacturer (OEM)-based contracts withOEMs and/or OEM-certified resellers rather than product-specific, point-in-time technologyrequirements, allowing flexibility to accommodate open-standards-based products and newtechnologies.Timely proposals received in response to this RFP will be evaluated by the E911Hardware/Software evaluation team. Once the proposals have been evaluated, VITA will bein a position to determine the best course of action. Although it is our intent to accomplishsubstantial improvements and cost efficiencies as the result of this project, VITA maydetermine that no change is warranted at this time. VITA may, at its sole discretion, makeone award, multiple awards, or none at all.The expectation is that this effort will result in the establishment of a contract or contracts thatwill provide the means to satisfy the majority of the Commonwealths immediate and futureE911 Hardware/Software needs through one or more contract(s).Section 5 sets forth the service/solution detailed requirements.
