In accordance with Chapter 126, Part 3, of the Jacksonville Municipal Code, the stated goals of the City of Jacksonville, through this Request for Proposal ("RFP"), are to select one (1) organization, herein designated as the "Proposer" that is interested, available, and competent to provide the requested services. We require highly qualified and fully licensed firm meeting the minimum qualifications stated in the Minimum Requirements, Sections IV to provide drug and alcohol testing program to cover the employees of the City of Jacksonville. P-33-16 Drug & Alcohol Screening Program -2-The City includes all City departments, including the Jacksonville Fire/Rescue Department ("JFRD"), and offices of the City Council, Tax Collector, Property Appraiser, and Clerk of the Court, Supervisor of Elections, and the Jacksonville Sheriff ("JSO"). They shall collectively be referred to as the "City" herein unless specifically addressing those offices. The program will be administered by the Talent Management Division within the Employee Services Department of the City. The City has approximately 8,400 active full time and part time employees who live predominately in Duval, St. Johns, Clay, Baker and Nassau Counties in Northeast Florida, and most are represented by various bargaining unions and have civil service status. It is estimated that approximately 1,750 pre-employment drug screens, 600 post-offer of employment drug screens consisting of controlled substance 7-panel screenings; 10-panel screenings for the JSO; 200 DOT regulated controlled substance abuse 5-panel screenings; 400 City controlled substance 7-panel screenings; 50 DOT regulated alcohol screenings (evidential breath tests); will be required annually. It is anticipated that at least three (3) to four (4) times annually, up to 40 post-offer of employment examinations drug screens will be required each day for two (2) to three (3) days, with as little as three (3) days notice to the Proposer. The City follows the Mandatory Guidelines for Federal Workplace Drug Testing Programs (59 FR 29916, 29925) in regards to collection and testing standards for drug and alcohol for all non-Department of Transportation (DOT) related programs. DOT regulations concerning collection and testing (49 CFR 40, as amended) and other regulations and notices promulgated by the Substance Abuse and Mental Health Services Administration, Health and Human Services (HHS) shall govern any testing under the DOT Drug and Alcohol Testing Program. For non-testing, collection shall be in accordance with union contracts and the City's adaptation of the Mandatory Guidelines for Federal Workplace Drug Testing Program (59 29916, 29925). The Medical Review Officer (MRO) will receive a confidential written report of the drug testing results within 24 hours of a confirmed negative test and within 48 hours of a confirmed positive test. From the MRO, the City will receive confirmed negative results within two (3) days and confirmed positive results within five (5) working days. This may be reported immediately by telephone; however, it also must be sent in writing to the City. The Manager of Personnel Services, Data Management, is responsible for managing the process.
