Specifications include, but are not limited to:Identify alternative organizational models for delivering targeted assistance services to approximately 60 DSAC-served districts.Identify and explore the feasibility of employing alternative funding models --, e.g., a mixed funding model in which some services continue to be provided to districts free of charge and others are delivered via cost-sharing or fee-for-service.Recommend specific changes in ESE policy and practice that would promote more efficient use of scarce resources, outlining potential future models for ESE targeted assistance, identifying strengths and weaknesses of each model and suggesting a multiyear plan for phasing in implementation -- e.g., strategies that would provide more systematic alignment between the Office of District and School Turnaround and the Regional System of Support offices; requiring districts and schools to demonstrate an adequate level of readiness (willingness and capacity) in order to receive/participate in selected targeted assistance services.Data Collection. We anticipate that this work will need to draw upon both extant organizational documents, which ESE will make available to the selected Bidder, and data collected directly by the Bidder. In addition to describing a process for using extant data, the Bidder should also describe its plan for collecting additional information from district stakeholders, DSAC teams, ESE staff, and any other sources it deems necessary to develop its recommendations. The plan should include enough detail for us to understand what type of data you propose to collect, your plan for collecting it and from whom it will be collected. The Bidder will be expected to work in collaboration with ESE staff to develop any data collection instruments (e.g., interview protocols, surveys) it intends to use.Analysis and reporting: Develop a report describing alternative models for financing and delivering ESE targeted assistance. The report should compare and contrast these models with the current system for delivering targeted assistance, detailing any trade-offs in the scope, scale, quality, and efficiency of service delivery. The report should also address the cost implications of different models and the potential effect of that cost-sharing or fee-for-service models would have on districts ongoing engagement with their DSAC teams.
