Specifications include, but are not limited to:The goal of this RFP is represented in two parts, consisting of two related projects with distinct tasks and deliverables.Part 1. The first part of the RFP has two purposes. The State seeks a Responder (a) to assist the State to develop an unprecedented, cost-based, Prospective Payment System (PPS) using actuarially sound principles with respect to the data, assumptions, and calculation methodology. The successful Responder will establish standards and methodologies for Minnesotas new PPS for medical assistance payments for mental health services delivered by certified community behavioral health clinics, in accordance with guidance issued on or before September 1, 2015, by CMS; and (b) to assist the State in developing a competitive application to become one of eight state demonstrations for the Certified Community Behavioral Health Clinic model, as described in Request for Applications (RFA), No. SM-16-001, published May 20, 2015, jointly by SAMHSA, CMS, and ASPE. Part 2. The second part of this RFP is for the successful Responder, with expertise in Medicaid rate setting, to conduct an in-depth analysis of Minnesotas current rate setting methodology for mental health services for children and adults. The purpose of the study is to (a) identify deficiencies in rate-setting methodology and gaps in payment structure and (b) to develop recommendations for establishing a payment rate system in Minnesota for community-based mental health services to stabilize the states financially fragile mental health provider network. The analysis will include details about the relationship between payment rates and the cost of providing services, as well as recommendations for implementing pay-for-performance measures to incentivize quality. This analysis and subsequent recommendations will also build upon previous recommendations and include thorough input from stakeholders. The comprehensive analysis, with recommendations and related background, are to be included in a final report and delivered to the State by December 1, 2016. This report will be presented to the Minnesota Legislature by January 1, 2017. The selected Responder will be asked to assist State staff with responding to questions during the 2017 legislative session
