Specifications include, but are not limited to:DVRPC desires proposals for two types of land use files, referred to as Product 1 Land Use Update, andProduct 2- Enhanced Land Use Update. Product 1 must be completed by June 20, 2016. Product 2 mustbe completed by December 31, 2016.A. Product 1 2015 Land Use UpdateThe successful respondent will perform an update of DVRPCs 2010 land use file and deliver a vectorbasedland use geodatabase for each of the nine counties in the DVRPC region (Bucks, Chester,Delaware, Montgomery, and Philadelphia in PA, and Burlington, Camden, Gloucester, and Mercer in NJ).This data set shall be based on interpretation of the DVRPC-provided 2015 aerial photography. Aerialphoto interpretation techniques shall be used to identify the following 31 categories (see descriptions inAttachment A): Residential - Single-Family detached Residential - Multi-Family Parking - Multi-Family Residential - Row Home Parking - Row Home Residential - Mobile Home Parking - Mobile Home Manufacturing - Light Industrial Parking - Manufacturing - Light Industrial Manufacturing - Heavy Industrial Parking - Manufacturing - Heavy Industrial Transportation Parking - Transportation Utility Parking - Utility Commercial Parking - Commercial Community Services Parking - Community Services Military Parking - Military Recreation Parking - Recreation Agriculture Parking - Agriculture Agricultural bog Mining Parking - Mining Wooded Vacant WaterProduct 1 - Suggested Technical Approach Using DVRPCs 2015 aerial imagery and existing 2010 land use feature layers, determineareas where land use has changed between 2010 and 2015. Digitize polygons and assign new land use category values to those areas where land use haschanged. Do not map areas of change that are smaller than acre or 10 parking spaces. Once all areas of change have been digitized and coded, dissolve any adjacent polygons thatare coded to the same land use category. Save updated 2015 land use as a separate feature layer for each of the nine DVRPC counties.
